This op-ed column by Catherine M. Grosso, Professor of Law at Michigan State University, articulates a warning that democracy only thrives when government and police powers are properly restrained. Professor Grosso thus laments the expansion of police powers by the Department of Homeland Security; DHS-sponsored Fusion Centers introduce invasive policing that, under the guise of fighting terrorism, leads to arbitrary policing that indiscriminately targets minority communities. This op-ed was based on research conducted by the Center for Security, Race, and Rights at the Rutgers Law School, whose report on fusion centers more fully documents this phenomenon.
